About this opportunity

The Palm Beach County Board of County Commissioners, Community Services Department, is soliciting proposals for Ryan White HIV/AIDS Program (RWHAP) Part A and Minority AIDS Initiative (MAI) funding to provide core medical and support services to persons with HIV, with applications due October 7, 2026 at 12:00 PM ET and a pre-proposal conference on September 16, 2026 at 9:00 AM via WebEx.

Eligible proposers are nonprofit organizations with current 501(c)(3) status, states, local governments, or instrumentalities of state and local governments; for-profit entities are ineligible. Proposers must establish a Vendor Registration Account through Palm Beach County's Vendor Self Service system, obtain independent financial audits, maintain contractual liability insurance, and verify non-debarred status through sam.gov.

The scope encompasses core medical services (outpatient/ambulatory health, oral health, emergency financial assistance, health insurance premium and cost-sharing assistance, medical case management, substance abuse outpatient care) and support services (mental health services, food bank/home delivered meals, medical transportation, non-medical case management, legal services, health education/risk reduction, outreach, and referral services). Proposers must adhere to sliding fee scales: clients at or below 100 percent of Federal Poverty Level may not be charged; those earning 101–400 percent of FPL face maximum annual charges of 5–10 percent of gross annual income. RWHAP funds are the payer of last resort and cannot fund education or prevention for the general public, clinical research, capital acquisition, direct cash payments to recipients, indirect costs as separate line items, or establishment of private foundations.

For grant year 2027, Palm Beach County has proposed direct services funding of $6.176 million in Part A funding and $537,601 in MAI funding. The contract term is 12 months beginning March 1, 2027, with options to renew for two additional 12-month periods through February 28, 2030. BCC approval of contract agreements is expected February 2, 2027, and award announcements are anticipated November 20, 2026. A Cone of Silence prohibits non-written communication regarding the NOFO between proposers and County Commissioners or staff from submission deadline through contract award or rejection of all proposals.
