About this opportunity

The Kansas Department of Transportation issued a Request for Quote for the Russell Yard Repaving project, with bids opening April 6, 2026, and closing May 5, 2026, at 2:00 p.m. CDT. The procurement encompasses mill and overlay work at the Russell Subarea office located at 225 E Witt Ave, Russell, Kansas, involving milling 2 inches of existing asphalt pavement and rock base over approximately 60,000 square feet and transition milling and paving 3 inches over approximately 104,100 square feet, with an estimated total Hot Mix Asphalt (HMA) quantity of 2,705 tons. All work must be completed by November 15, 2027, with overlay work required to commence within two days after milling operations conclude. Bidders must submit a lump sum bid on a FOB Destination, Prepaid and Allowed basis, with all costs including materials, labor, and applicable federal, state, and local taxes included. The contractor is responsible for hauling millings to a designated site approximately 5 miles east on I-70, while surveying, staking, quality control testing, traffic control, and relocation adjustments are excluded from the bid. An optional pre-bid meeting is scheduled for April 20, 2026, at 10:30 a.m., and questions must be submitted by April 27, 2026. All work must comply with the 2015 Kansas Department of Transportation Specifications and applicable special provisions, with no price adjustments permitted for asphalt costs.

Bid submissions must include a 5 percent bid guarantee submitted as a certified check, cashier's check, certificate of deposit, or properly executed bond payable to the State, along with a current Tax Clearance Certificate from the Kansas Department of Revenue. Additional required certifications include immigration compliance documentation, sexual harassment policy acknowledgment, Israel boycott certification, and telecommunications equipment certifications. Performance Bond coverage equal to 100 percent of the price bid is required unless the total price is below $40,000, and a Public Works Bond equal to 100 percent of the contract price is required unless the total price is below $100,000. Bids must be submitted electronically to Procurement@ks.gov or hand-delivered to 900 SW Jackson, Suite 451, South Topeka, KS 66612-1286; faxed responses are not acceptable for bids exceeding $25,000. The public bid reading will occur via Microsoft Teams on May 5, 2026, at 2:30 p.m. CDT. The RFQ does not specify set-asides or restrictions limiting participation to disadvantaged enterprises, nor does it list incumbent vendors or budget ranges, allowing qualified contractors meeting the compliance and bonding requirements to compete.
