About this opportunity
The City of Long Beach, California is requesting proposals for rubber and paint removal services on airfield pavements at Long Beach Airport under RFP AP-26-725, with proposals due November 3, 2026 at 11:00 a.m. PST. A mandatory pre-proposal meeting is scheduled for October 13, 2026 at 9:00 a.m. PST via Microsoft Teams, followed by a mandatory in-person site visit on October 14, 2026 with two one-hour time slots beginning at 7:00 a.m.
Proposers must hold a minimum of five years of experience in rubber and paint removal services and maintain a California Contractor's License with C61 Limited Specialty and D38 Sand/Water Blasting certifications. All work must be performed between 11:00 p.m. and 5:30 a.m., Monday through Friday, excluding federal and city holidays. The contractor must achieve a minimum 90 percent rubber removal rate with a coefficient of friction of at least 0.70 Mu at 40 mph upon completion; failure to clear the runway by 6:00 a.m. incurs liquidated damages of $750 per minute. Acceptable removal methods include mechanical water blasting and chemical processes for rubber; water blasting is the only acceptable paint removal method. All personnel must obtain TSA Security Identification Display Area badging and federal security clearance.
The contract term is two years with options to renew for up to three additional one-year periods, not to exceed five years total. Fee schedule rates remain firm for the first two years; adjustments at renewal periods are permitted only up to five percent, justified by Consumer Price Index. The City applies local preference credits: five points for home-based businesses and ten points for brick-and-mortar businesses located in Long Beach with current business licenses and sellers permits.
Proposals are evaluated on organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and reasonableness of cost (10%). The contractor must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, plus workers' compensation and umbrella liability insurance. All work is subject to California prevailing wage requirements under Labor Code Section 1720 et seq. The contract may be funded by FAA grants and is subject to Build America, Buy America requirements. Questions are due October 20, 2026 at 11:00 a.m. PST; responses post October 27, 2026. Contract award is anticipated November–December 2026.
