About this opportunity

The City of Philadelphia is soliciting bids on rubber floor matting—black in a micro purchase with bids due October 30, 2026. This is a firm-limit-delivery contract capped at $45,000 (adjusted annually by CPI-U from January 1, 2020, rounded to the nearest thousand dollars) with an automatic 365-day term and no renewal options.

The scope covers five rolls of heavy-duty black recycled rubber matting with EPDM rubber content, each measuring 4 feet wide by 50 feet long (approximately 200 square feet per roll), minimum 3/8-inch thickness, textured slip-resistant surface suitable for wet or dry conditions, and capability for loose-lay installation without permanent adhesive. Material must be new and unused, delivered as one continuous piece per roll without seams or gaps, with uniform color and appearance across all units. Vendors must submit manufacturer's specification sheets with bids demonstrating compliance; equivalent products meeting or exceeding stated specifications are eligible. The City will award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder. Bidders must quote all items to be eligible for award; no partial quotes are accepted. Shipping and delivery charges must be included in the unit price, and vendors must state anticipated delivery date with their bid. Delivery is FOB Destination Point to the Department of Prisons receiving location; no substitutions or partial deliveries are accepted without prior written approval.

All quotes must be electronically submitted through PHLContracts and remain valid for 60 days from submission. Vendors must complete and submit a signed Consent and Authorization Agreement before bid closing. Required insurance includes workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence, naming the City as additional insured. Payment is made via electronic deposit only after delivery and City approval. An LGBTQ Applicant Opportunity Data Collection Form is attached (voluntary submission); it does not establish pricing terms or set-asides. Questions may be directed to PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
