About this file

This is a specification sheet for rubber floor matting issued by the City of Philadelphia Department of Prisons. The procurement seeks five rolls of heavy-duty rubber floor matting with specific performance and dimensional requirements. The matting must be black recycled rubber with EPDM rubber content, measuring 4 feet wide by 50 feet in length per roll, providing approximately 200 square feet of coverage per roll with a minimum thickness of 3/8 inch. The material shall feature a textured, slip-resistant surface suitable for wet or dry conditions and must be capable of loose-lay installation without permanent adhesive. The matting is intended for use in gyms, weight rooms, equipment areas, garages, workshops, storage areas, and other commercial applications where protection from equipment impact, scuffing, vibration, and noise is required. Material must be new and unused, delivered as one continuous piece per roll without seams or gaps, and must maintain uniform color and appearance across all supplied units.

Vendors must submit a complete manufacturer's specification sheet with their bid clearly identifying the product and demonstrating compliance with all minimum specifications, with failure to provide sufficient documentation resulting in a non-responsive bid determination. The City will consider equivalent products that meet or exceed the stated specifications. All shipping and delivery charges must be included in the unit price, and vendors are required to state the anticipated delivery date with their bid. Material shall be packaged to prevent damage during shipment and handling, and delivery must be made to the designated Department of Prisons receiving location or dock. No substitutions or partial deliveries will be accepted without prior written approval from the Department of Prisons. This micro purchase will be awarded as a whole or by line item to the lowest responsive and responsible bidder, with the requirement that sellers quote all items to be eligible for award.
