About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Construction and Demolition Department is requesting proposals for design-build services to replace a rooftop HVAC unit at the Detroit Police Department's 3rd Precinct located at 2875 West Grand Boulevard, Detroit, Michigan, with proposals due October 12, 2026 at 12:00 p.m. EST and a pre-proposal bid walk scheduled for September 23, 2026 at 11:30 a.m. EST. Detroit Equalization Credits ranging from 1 to 5 points will be applied based on contractor business classifications and subcontractor work percentages.

The scope encompasses two phases: Phase I includes visual inspection, technical reporting, design and permit drawings, and preparation of complete construction documents; Phase II comprises removal and replacement of the rooftop unit, reconnection of mechanical, electrical, and plumbing systems, removal and reconnection of fire alarm systems, and integration of a complete DDC (direct digital control) system with the City's Niagara Triduum control system. An alternate scope option includes installation of mini-split systems in three IT rooms with rooftop condensers and associated electrical work. The contractor must provide weekly meetings with city staff, bi-weekly progress reports, an onsite superintendent, comprehensive work schedules with weekly updates, and shop drawings for approval prior to construction. Upon completion, the contractor must deliver a one-year warranty on all materials and workmanship, transfer manufacturer extended warranties to the City, provide as-built drawings and closeout documentation, conduct operation training, and participate in 6-month and 11-month warranty walkthroughs.

Respondents must demonstrate five years of experience providing licensed HVAC services of similar scope and size, supported by five professional references from work within the five years preceding the RFP publication date. Technical proposals are evaluated on work plan and schedule (20 points), capacity and staffing (10 points), experience (20 points), and cost (15 points) for a total of 65 possible points. The City anticipates one or multiple awards. The contract term is three years, contingent upon Detroit City Council approval and the Chief Procurement Officer's signature. A 10% retainage will be withheld from all payments until substantial completion, with 5% released at that milestone and the remaining 5% after receipt of all closeout documents and certificates of completion. The contractor must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation at Michigan statutory minimums, and employers' liability insurance of $500,000 per disease, person, and accident. Questions are due October 7, 2026. All proposals must be submitted through the EUNA Bonfire portal at detroit.bonfirehub.com.
