About this file
This Scope of Work document is prepared by the City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Construction and Demolition Department for design-build services to upgrade HVAC systems and provide abatement at the Detroit Police Department's 3rd Precinct located at 2875 West Grand Blvd., Detroit, MI 48202. The project encompasses the replacement of an existing rooftop HVAC unit, associated mechanical, electrical, and plumbing work, and abatement activities to upgrade heating and cooling capabilities throughout the three-story facility. The work is divided into two phases: Phase I includes assessment, field investigation, design, and permit services with contractors responsible for visual inspection, technical reporting, review of existing infrastructure and drawings, and preparation of complete construction documents; Phase II consists of construction activities including removal and replacement of the rooftop unit, reconnection of electrical and plumbing services, removal and reconnection of fire alarm systems, and integration of a complete DDC system with the city's Niagara Triduum control system. The project also includes an alternate for installing mini-split systems in three IT rooms with condensers on the roof. The selected contractor must provide weekly meetings with city staff, bi-weekly progress reports, an onsite superintendent, comprehensive work schedules with weekly updates, and shop drawings and specifications for approval before construction begins.
The evaluation criteria for contractor selection are based on work plan and schedule (20 points), capacity (10 points), experience (20 points), and cost proposal (15 points) for a total of 65 possible points. Contractors must demonstrate experience with at least three similar HVAC design-build projects on commercial facilities and experience managing construction with on-site personnel and occupants. A 10% retainage will be withheld from all contract payments until substantial completion, with 5% released at that milestone and the remaining 5% released only after receipt of all closeout documents and certificates of completion. The contractor is responsible for all labor, materials, equipment, subcontractors, permits, and trade licenses. Upon project completion, the contractor must provide a one-year warranty on all materials and workmanship, transfer all manufacturer extended warranties to the City of Detroit, deliver as-built drawings and closeout documentation, conduct operation training for installed systems, and participate in 6-month and 11-month warranty walkthroughs during the warranty period.
