About this opportunity
The Oregon Military Department is requesting proposals for architectural design services for the RTC Building 5026 Remodel Project, a 5,026 square-foot stick-built structure at Rees Training Center in Hermiston, Oregon, with proposals due July 28, 2026 at 10:00 a.m.
The scope encompasses two primary design deliverables: HVAC system replacement (demolition and installation to meet industry standards and building codes) and asbestos abatement paired with siding replacement, window replacement, exterior painting, and roof repairs or replacement with a metal roofing system designed to extend facility life by 25 or more years. The building, constructed in 1942, currently houses the Billeting and Lodging Welcome Center and Reese Range Control. All design work must comply with federal, state, and local building codes; the Build America, Buy America Act; DOD Unified Facilities Criteria; and Army National Guard sustainability standards. The project is federally funded and subject to Infrastructure Investment and Jobs Act requirements.
The design schedule requires 30% completion by October 15, 2026, 60% by November 15, 2026, 90% by December 15, 2026, and final design and bid package by January 27, 2027. The contract term is three years, anticipated to start in September 2026 with award notification estimated for August 5, 2026.
Technical proposals are evaluated on a maximum of 200 points: experience with similar projects (40 points), key staff qualifications and staffing plan (40 points), project approach and statement of work (60 points), ability to meet the design schedule (50 points), and experience with applicable federal, state, local, and National Guard Bureau requirements (10 points). Reference checks may add up to 75 additional points at the agency's discretion. Proposals must include three business references from the past three years and a certified public accountant letter regarding financial stability. All personnel require valid government-issued photo identification under the REAL ID Act to access OMD facilities. Proposers must maintain required insurance and comply with Oregon tax laws and pay equity requirements. Submissions require one original and five copies in 3-ring binders plus one USB flash drive, addressed to Sam Goff (sam.a.goff@omd.oregon.gov). No pre-proposal conference or site access is provided.
