About this opportunity
Harris County Precinct 1 is soliciting offers for drainage and ditch repair services at El Franco Lee Park (Segment 1) through an informal procurement process with a submission deadline of May 15, 2026. The scope of work encompasses comprehensive ditch and drainage repair services including vegetation clearing, regrading and excavation, restoration of ditch and channel flow lines, repair of slope damage and erosion, and re-sodding or seeding of disturbed areas in compliance with Harris County specifications and applicable standards. Contractors must provide all labor, materials, equipment, and supervision necessary to complete the work and must be capable of responding to emergency service requests within 48 hours of notification. Evaluation of proposals will be based on contractor experience (30%), project approach and methodology (30%), pricing (30%), schedule and capacity (5%), and compliance and safety (5%), with a minimum of 25% of work to be performed by the bidder itself. A voluntary site visit is scheduled for April 28, 2026, at 10:30 a.m. CST at 9500 Hall Rd, Houston, TX 77089, and all questions must be submitted in writing through the Bonfire portal at https://harriscountytx.bonfirehub.com prior to the submission deadline. Qualified contractors must possess appropriate licensing and insurance coverage, maintain workers' compensation insurance for all employees and service providers, and comply with Harris County Engineering Department specifications effective September 1, 2017, Harris County Flood Control District 2005 standards, and Texas Department of Transportation 2014 standards.
Harris County imposes no explicit set-aside designations for disadvantaged enterprises or minority-owned businesses; however, contractors may voluntarily indicate if proposed subcontractors hold Certified HUB/MWBE or Certified Section 3 certifications through the Subcontractor Listing Form. Bidders must satisfy residency certification requirements under Texas Government Code 2252.001 et seq., declaring their status as either Resident or Nonresident Bidders and disclosing any taxable property owned in Harris County and outstanding debts to the county. All insurance policies must name Harris County Precinct 1 as an additional insured, and a payment bond is required if the project value exceeds $25,000 and subcontractors are utilized. The contract value is capped at $100,000, classified as an informal threshold project, with all pricing quoted on an all-inclusive basis incorporating labor, materials, equipment, and testing costs. Harris County operates on Net 30 payment terms, and the contractor must provide a one-year warranty covering 100% parts and labor from the date of project acceptance by the county.
