About this opportunity

Harris Health System, a political subdivision of Harris County, Texas, is issuing a Request for Standing Offer (RSO) for construction cost estimating services on an ad hoc basis for healthcare facility projects including hospitals, outpatient facilities, clinics, and specialty care centers. The procurement seeks qualified construction cost estimating firms to provide preliminary and detailed cost estimates, regulatory compliance analysis, change order assessments, and comprehensive reporting services. Key service deliverables include identifying factors affecting construction costs, reading and analyzing blueprints and technical documents, collaborating with engineers, architects, and contractors, calculating and adjusting cost estimates, recommending cost reduction strategies, and maintaining detailed records of estimated versus actual costs for Harris Health construction projects. Qualified vendors must demonstrate a minimum of five years of experience providing construction cost estimating services to at least three healthcare organizations with multiple hospitals and clinics, with the assigned Team Leader or Account Manager possessing at least five years of relevant experience. Proposal evaluation will be scored on a 40% solution, 30% qualifications, and 30% pricing basis. Critical deadlines include a pre-proposal conference scheduled for April 2, 2026 at 10:30 AM via WebEx, written questions due April 6, 2026 at 4:00 PM Central Daylight Time, and proposal submission deadline of April 17, 2026 at 2:00 PM CDT through the Bonfire platform. Vendor presentations are anticipated for May 4-8, 2026, with contract execution and service commencement expected on July 1, 2026.

Harris Health has established a 15% Minority/Woman-Owned Business Enterprise (MWBE) participation goal, and completion of an MWBE Utilization Plan is a mandatory minimum submittal requirement. Certified MWBE firms must be certified by recognized certifying bodies including the City of Houston, State of Texas HUB, Texas Unified Certification Program DBE, or U.S. Small Business Administration 8(a) program at the time of bid submission and must have established significant local presence within Harris, Fort Bend, Montgomery, Brazoria, and Galveston Counties. Bidders unable to meet the 15% goal must document good faith efforts through mechanisms such as attending pre-bid meetings, soliciting M/WBE participation with minimum 10-business-day notice, and negotiating in good faith with interested M/WBEs. Additional compliance requirements include vendor certification of eligibility confirming non-placement on the General Services Administration's List of Parties Excluded from Federal Programs or the HHS/OIG List of Excluded Individuals/Entities, tax residence certification, criminal background checks, and maintenance of comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000 per accident, and professional liability of $1,000,000 per occurrence. Harris Health anticipates awarding to a single vendor with an initial contract term of one year followed by six optional one-year renewal periods, with pricing adjustments limited to Consumer Price Index for All Urban Consumers increases; the Service Agreement Template establishes a maximum compensation of $50,000 for the initial contract term, with an estimated staffing model of 922 hours across four position categories (Principal/Lead Estimator, Senior Cost Estimator, Cost Estimator, and Analyst) that bidders will populate with proposed hourly rates.
