About this opportunity
Red Rocks Community College is requesting pre-qualifications for a general contractor to construct a Nursing & Health Imaging Building in Wheat Ridge, Colorado under RRCC 27-03-IFB01C, with pre-qualification submittals due October 7, 2026 by 12:00 pm MDT and a mandatory pre-submittal conference and site tour on September 30, 2026 at 10:00 am at the Arvada Campus. Preference is given to Colorado resident bidders and Colorado labor. This is a Step I pre-qualification process; only pre-qualified contractors will be invited to submit sealed bids in Step II.
General contractors must meet stringent minimum qualifications: no prior termination by the State for non-performance, continuous operation under the same name for two years, a Colorado office maintained for five years, demonstrated Office of the State Architect contracting experience on at least three projects each exceeding $18 million in hard costs, and bonding capacity up to $22 million. Colorado labor must perform at least 80% of the work. Mechanical, electrical, plumbing, sheet metal, and fire suppression subcontractors must participate in U.S. Department of Labor or state apprenticeship programs and have graduated a minimum of 15% of apprentices for at least three of the past five years.
The project is a new 29,000 gross square foot two-story building featuring nursing classrooms, sonography classrooms with labs, offices, student gathering spaces, an exterior deck, meeting rooms, and a virtual reality room, with associated site work including grading, drainage, detention pond, utilities, electric vehicle charging stations, and landscaping. Estimated project cost is $22 million in hard costs. Construction is estimated to begin in January 2027 and be completed within twelve months.
The project is subject to Colorado prevailing wage requirements and the Buy Clean Colorado Act for eligible materials. A 5% bid bond is required. Pre-qualification interviews will be conducted the week of October 19, 2026, with pre-qualified contractors announced October 23, 2026. Evaluation criteria assess general contracting experience, key personnel qualifications, project management systems, schedule control, safety programs, successful project completion history, bonding capacity, current workload, and affidavit submission.
