About this opportunity

Gwinnett County's Board of Commissioners is soliciting competitive sealed proposals for a Laboratory Information Management System (LIMS) for the Department of Water Resources through RFP RP035-25. The procurement seeks a comprehensive LIMS solution to support the Water Resources Laboratory, which currently performs over 44,000 annual analyses. The system must accommodate water, wastewater, and stormwater testing with robust capabilities including geofencing, instrument integration, and multi-method data capture. Required system configurations include 15 concurrent end-user licenses, 15 viewing licenses, 4 management licenses, and 2 administrator licenses. Proposals are due on November 19, 2025, at 2:50 PM local time, with the intent to award a multi-year contract to a single service provider. The initial contract term will run through December 31 of the execution year, with potential automatic renewals up to a total of five years. The LIMS can be either on-premises or cloud-based and must demonstrate comprehensive security measures, single sign-on capabilities, multi-factor authentication, and compliance with EPA and Safe Drinking Water Act regulatory standards.

Potential respondents must be aware of Gwinnett County's ineligible source list restrictions, which prohibit debarred, suspended, or listed firms from submitting proposals. The system must integrate with existing technologies like Hach WIMS and ArcGIS, indicating a preference for vendors with demonstrated interoperability capabilities. While specific set-aside designations are not explicitly mentioned, the complexity of the technical requirements suggests a need for experienced, technically sophisticated providers with proven laboratory information management system implementation experience. The RFP does not specify a precise budget range, but the comprehensive technical requirements and multi-year contract structure suggest a significant investment in a sophisticated enterprise-level solution. Prospective vendors should carefully review all technical specifications, particularly those related to regulatory compliance, data management, and system security, to ensure full alignment with the county's detailed requirements.
