About this opportunity
Gwinnett County Board of Commissioners is requesting proposals for wrecker and towing services across multiple service districts and fleet operations under RFP RP033-26, with sealed proposals due September 28, 2026 at 2:50 p.m. local time and public opening at 3:00 p.m. via Microsoft Teams. The County intends to make multiple awards per service category and establish rotational dispatch lists of qualified providers.
Services span six Public Safety wrecker service districts (coinciding with Police Districts) and countywide Fleet Management, serving the Gwinnett County Police Department, Gwinnett County Sheriff's Office, and the Department of Support Services Fleet Management Division. Proposers may bid for one or multiple service categories; a single facility may support proposals for multiple districts if capacity and operational requirements are met. Services include light-duty, medium-duty, and heavy-duty wrecker and towing operations on an on-call, as-needed basis for vehicle recovery and impound.
Minimum qualifications require three years of continuous wrecker service operation in Gwinnett County with active business in the last twelve months, clean environmental and criminal compliance histories, current tax payment status, and three satisfactory references. Successful proposers must maintain A.M. Best A-7 or higher insurance, operate 24/7 facilities with minimum 200-vehicle storage capacity, meet specific response times (30 minutes for Public Safety light/medium duty, 45 minutes for heavy duty, four hours for Fleet Management), employ Georgia commercial driver's license holders, and maintain electronic management and surveillance systems.
Pricing is firm for the initial contract term and renewals. Public Safety rates range from $175 per tow (light-duty) to $500 per tow (heavy-duty); Fleet Management rates span $100 to $300 per tow depending on vehicle class. Mileage charges are $3.25 per mile beyond the first five miles for Public Safety; Fleet Management mileage is waived within Gwinnett County. Storage rates are $20 per day for light/medium-duty and $30 per day for heavy-duty after 24 hours free.
The contract term is one year with four one-year renewal options, commencing upon Board approval. Awardees must execute contracts and provide insurance certificates within ten days of notice of award.
