About this opportunity
Gwinnett County Board of Commissioners is soliciting competitive sealed proposals for an independent assessment of video surveillance software and hardware for the Department of Information Technology Services, with proposals due September 28, 2026 by 2:50 p.m. Firms currently on the Gwinnett County ineligible source list or under debarment or suspension are ineligible.
The assessment scope covers an enterprise-class IP video camera system comprising over 3,100 leased and County-owned cameras, hundreds of supporting recorders and network components, and related equipment across approximately 100 locations. The service provider will evaluate current system performance, identify optimization opportunities, assess coverage gaps, evaluate maintenance practices, provide recommendations for equipment replacement versus retention, and deliver an implementation plan with cost estimates. The County expects completion within six months and will select one service provider.
Proposers must submit pricing on a separate sealed fee schedule (Attachment A) structured around project-based milestones rather than hourly rates; all travel and expenses must be included. The County is tax-exempt and will not reimburse proposal preparation costs.
Service providers must carry General Liability insurance of $2 million, Professional Liability insurance of $1 million per claim / $2 million aggregate, and other coverage with A.M. Best rating of A-7 or higher. Three references from similar engineering assessments completed within the past five years for organizations of equal or greater size and complexity are required. The Contractor Affidavit and Agreement and Code of Ethics Affidavit must accompany all proposals.
Evaluation criteria (130 total points) include responsiveness (5 points), experience and qualifications (15 points), current state assessment (20 points), future state recommendations (20 points), maintenance and support (15 points), improvement plan (15 points), references (10 points), pricing (15 points), and optional interview/presentation (15 points). Pricing is considered but is not the sole determining factor. Award notification will be posted on the County website following the selection decision. Proposals are publicly opened at 3:00 p.m. with only company names read aloud.
