About this opportunity
Gwinnett County Board of Commissioners in Georgia (FIPS Code 13135) is issuing Request for Proposal RP015-26 for the provision of wrecker services on a multi-year contract effective July 1, 2026, through December 31, 2030, with automatic annual renewals under the same terms. The County seeks qualified service providers to remove wrecked, disabled, abandoned, or impounded vehicles across its 437-square-mile jurisdiction serving approximately 1,020,157 citizens and 17 municipalities organized into 6 Police Districts. Service providers must have a minimum of three years of wrecker service experience with the last 24 consecutive months of consecutive operation in incorporated or unincorporated Gwinnett County, maintain a 24/7 operational capability, operate secured facilities meeting specific storage and office requirements with proper zoning compliance, and possess valid Georgia Occupational Tax Certificates with SIC #7549. Qualified vendors must maintain minimum fleet requirements by duty class (Light, Medium, and Heavy Duty wreckers), valid Georgia Commercial Driver's Licenses for all employees, and demonstrate compliance with all federal, state, and local laws including EPA requirements and GDOT regulations. Evaluation criteria are weighted as follows: Experience (30 points), Equipment (30 points), References (10 points), and either a Site Visit evaluation of office and storage facilities (30 points) for Police Services or an optional interview (30 points) for Fleet Services. Proposals must be submitted in sealed containers by 2:50 P.M. local time on March 31, 2026, to the Gwinnett County Financial Services - Purchasing Division at 75 Langley Drive, Lawrenceville, Georgia 30046, with public opening at 3:00 P.M. via virtual meeting; questions regarding the proposal must be directed to Savannah Anderson, Purchasing Associate II, at Savannah.Anderson@GwinnettCounty.com or 770-822-8736, no later than March 20, 2026, at 3:00 P.M. Proposal submissions must include one original 8.5" x 11" single-sided document, five exact copies, one electronic copy on flash drive, pricing schedules, firm information, statement of qualifications, three satisfactory references (at least one from a government entity), code of ethics affidavit, E-Verify affidavit, and proof of insurance.
Service providers must maintain Commercial General Liability insurance with minimum limits of $2,000,000 aggregate and $1,000,000 per occurrence; Automobile Liability with $1,000,000 combined single limit; Workers Compensation at Georgia statutory limits with employers liability of $500,000; and Umbrella/Excess Liability based on contract sums, with all insurance policies carrying an A.M. Best rating of A-7 or higher and naming Gwinnett County Board of Commissioners as additional insured. Pricing for Fleet Services includes $100 per unit for Light Duty and Medium Duty wreckers with $5.00 per mile for tows outside Gwinnett County, and $225 per unit for Heavy Duty wreckers with the same mileage fee structure; Police Services pricing is $175 for Light Duty, $250 for Medium Duty, and $500 for Heavy Duty wreckers, with $3.25 per mile after the first five miles, storage fees of $20 per day for Light and Medium Duty and $30 per day for Heavy Duty after the first 24 hours, and $125 for glass/debris removal without towing. All vendors must conduct background checks on all employees, maintain 20 reserved storage spaces at no charge for County confiscated vehicles, and submit all invoices within 60 days of service provision. The RFP document does not contain disclosed incumbent vendors, current contractors, or specific budget ranges, though the multi-year contract structure with automatic annual renewals through 2030 represents a substantial revenue opportunity for qualified service providers. The County reserves the right to reject any or all proposals, waive technicalities, and make awards in its best interest, with proposals being legal and binding upon submission.
