About this opportunity

Royal Oak Schools' Board of Education is soliciting sealed bids under RFP #27-03 for renovation of the Royal Oak High School practice field, including synthetic turf and associated drainage, with bids due October 27, 2026 at 11:30 a.m. local time under Addendum #2, which supersedes the October 26 deadline in Addendum #1. Each proposal must include two sworn and notarized statements: one disclosing familial relationships between the contractor's owner or employees and members of the Board of Education or Superintendent, and one certifying the contractor is not an Iran Linked Business. Proposals missing either statement will not be accepted.

The project covers approximately 10,800 square feet (90' x 120') at 1500 Lexington Boulevard, Royal Oak, Michigan, with site access from the north off Normandy Road. Work includes synthetic turf installation, perforated dual-wall collector drainage with aggregate and woven geotextile layers, concrete turf anchors, storm sewer piping at a minimum 4-foot depth with positive slope to manhole MH-A5, temporary fencing, concrete sidewalk replacement, and track protection. Drainage components are specified by manufacturer (Advanced Drainage Systems and Mirafi), aggregate must meet MDOT 4G, and the turf specification is Astroturf Rootzone 3D3 or equivalent. Bidders must price a base bid and two alternates on topsoil: the base requires 4 inches of new topsoil, Alternate #1 requires 2 inches of new plus 2 inches of existing, and Alternate #2 requires 4 inches of new with removal of existing topsoil.

Bidders are responsible for City and County permits. Permit costs for site access from the north are included in the base bid, and other permit costs up to $10,000 are funded through a general allowance. Construction runs June 5, 2027 through August 6, 2027.

The Board may reject any or all proposals, waive informalities, and award to other than the lowest bidder at its sole discretion. The non-mandatory pre-bid meeting took place October 15, 2026. Site visits require an appointment with Mark Paulus at mark.paulus@royaloakschools.org or (248) 880-6791. Bid documents are available at royaloakschools.org and on Buildingconnected.com, where sealed proposals must be submitted electronically. Bids will be opened publicly via Google Meet or phone conference immediately after the deadline, and bids submitted in person or by delivery service will not be accepted.
