About this opportunity
The City of Johns Creek is requesting proposals for right-of-way roadway maintenance services under RFP 23-181, with proposals due June 30, 2023 at 2:00 PM and questions due June 16, 2023 at 5:00 PM. Vendors outside the Atlanta metropolitan area without existing local presence will not be considered — a geographic eligibility filter. The City requires compliance with Title VI of the Civil Rights Act and Title 49 of the Code of Federal Regulations regarding disadvantaged business enterprises.
The scope comprises three service categories, each available as a standalone bid: roadway maintenance (pothole and sinkhole repairs, gravel road maintenance for approximately 300 potholes and 25 sinkholes annually); sign maintenance (maintenance of approximately 8,000 existing signs, installation of 150 new signs annually, replacement or removal of 300 signs annually, and installation of approximately 30 speed feedback signs and 50 tuff curb bases/posts per year); and storm drain maintenance (line washing, vacuuming of inlets and catch basins, ditch repair and regrading, grouting/sealing services, maintenance of 13 detention ponds, and quarterly inspections of primary and secondary streets totaling 65 centerline miles). Offerors may bid on any one or all three services.
The contract commences October 1, 2023, with an initial one-year term (through September 30, 2024) and four optional one-year renewal periods at the City's discretion. The City will reimburse contractors for materials such as signs, tuff curbs, and other specified supplies in addition to the lump-sum contract price. All vendors must demonstrate prior experience with similar scope, provide three documented examples of comparable work, assign a dedicated project manager, and maintain 24-hour on-call availability with a 2-hour response time for emergency work.
Evaluation uses best-value source selection with technical proposals weighted at 80 points and cost proposals at 20 points across six factors: itemized cost list, equipment list, scope of services approach, experience, references, and cost proposal. Insurance requirements include comprehensive general liability of $1,000,000 per person and $2,000,000 per occurrence, statutory workers' compensation with $500,000 employer's liability limits, and professional liability insurance of $1,000,000 per occurrence. Proposals require electronic submission through BidNet and five hard copies to City Hall.
