About this opportunity
The Commonwealth of Kentucky Transportation Cabinet (KYTC) Division of Purchases has issued a Request for Bid (RFB) for right-of-way mowing services in Casey County, District 8. The procurement seeks a qualified contractor to perform mowing of roadside turf on approximately 1,200 acres of highway right-of-way, with work including vegetation mowing to a uniform height of four to eight inches, removal of litter and debris, traffic control services for three events, and equipment maintenance in compliance with OSHA regulations and Manual on Uniform Traffic Control Devices (MUTCD) standards. Bidders must be prequalified with a Certificate of Eligibility for work items I-29 (Right of Way Mowing) and I-37 (Traffic Control) under KRS Section 176.140 and must provide bids for all line items to be considered for award. The evaluation will be based on best value using price as the sole measurable criterion, with the lowest bidder receiving maximum points and others scored proportionally. Written questions are due by March 4, 2021 at 3:00 PM, with the Commonwealth's response posted by March 5, 2021 at 7:00 PM. Bids must be submitted electronically only by March 12, 2021 at 1:30 PM Eastern Time, with a tentative award date of March 19, 2021. The initial contract period begins upon award and expires December 31, 2021, with four optional one-year renewal periods available subject to written approval from both parties, and may be extended an additional 90 days beyond all renewal periods.
The Commonwealth reserves the right to apply reciprocal preference to Kentucky resident bidders and has established preferences for qualified entities including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference each). All successful bidders must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, providing an ACORD Certificate within ten days of notice of intent to award. Vendors must complete and submit a notarized Annual Affidavit affirming compliance with Kentucky campaign finance laws, debarment requirements, sales and use tax registration, and tax non-delinquency. The contract includes a fuel price adjustment clause allowing compensation adjustments when diesel fuel prices fluctuate more than 5 percent from the baseline established January 1 of each mowing season. No specific budget range or award value is disclosed in the solicitation documents; pricing will be determined through competitive bidding based on vendors' submitted bids for the estimated 1,200 acres of mowing services and three traffic control events.
