About this file

This file is a procedural instruction document provided by the Commonwealth of Kentucky for vendors responding to online bids through the Kentucky Vendor Self Service (VSS) platform. The document outlines the complete process for accessing the VSS system, locating available solicitations, and submitting online responses to various procurement types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must create or use existing VSS accounts to access procurement opportunities, which can be searched by solicitation number or keyword, or filtered by category, type, and status. The response submission process involves completing line-item responses with pricing and delivery information, submitting a checklist, attaching relevant documents with file size limitations of 65,000 KB, and providing any applicable discounts or comments before final submission and review.

The procedural guidelines include important system management features such as a 30-minute inactivity timeout requiring frequent saving of changes, the ability to respond with conditions or no-bid selections, and provisions for both standard and proprietary document attachments organized by cost, technical, and proprietary categories for RFP submissions. Vendors retain the ability to withdraw responses while solicitations remain in open status through the Solicitation Responses tab. The document does not address specific pricing terms, set-asides, funding amounts, or contract award dates, as it serves exclusively as a technical guide for navigating the VSS platform rather than detailing individual procurement opportunities or their financial parameters.
