About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Maintenance, is soliciting bids for right-of-way mowing, trimming, and litter removal services in McLean and Muhlenberg Counties within Highway District 2. The procurement encompasses three line items: mowing and trimming services across 3,447 acres with three full cycles (Type 3) at mowing heights of 6-10 inches beginning in late May; traffic control maintenance and services for three occurrences in compliance with Manual on Uniform Traffic Control Devices (MUTCD) specifications; and litter removal services for 32 centerline miles. Successful bidders must obtain prequalification with Certificates of Eligibility for work items I-29 (Right of Way Mowing) and I-37 (Traffic Control) from the KYTC Prequalification Branch prior to bid closing and must submit unit pricing for each line item directly through the Kentucky eProcurement System. The evaluation will be based on a best-value ranking approach with price as the sole evaluation criterion, with the lowest-priced conforming bid receiving the maximum score of 100 points. The Request for Bid was issued on February 7, 2023, with bids due electronically by February 14, 2023, at 1:30 p.m. Eastern Time and a tentative award date of February 21, 2023. The initial contract period begins upon award and expires December 31, 2023, with options for four additional one-year renewal periods subject to written approval from both the vendor and the Division of Purchases.
Reciprocal preferences for Kentucky resident bidders apply in accordance with KRS 45A.490-494, and qualified organizations including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive set-aside preferences of 20 percent and 15 percent respectively. The successful bidder must obtain and maintain general liability insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, providing an ACORD Certificate within ten days of notice of intent to award. The contract is subject to fuel price adjustment provisions when diesel fuel prices fluctuate more than 5 percent from the baseline established on January 1 of each mowing season, and penalties are assessed for non-compliance, including $1,000 per day for failure to begin or complete work as scheduled, $500 per occurrence for suspendable work performance violations, and $250 per occurrence for traffic control and litter removal infractions. No bid bond or performance bond is required. While no specific contract value is identified in the solicitation documents, the scope encompasses approximately 3,447 acres of mowing and trimming across 231.32 miles of roadway, three traffic control events, and 32 miles of litter removal, with all work required to comply with MUTCD specifications, OSHA regulations, and Kentucky Standard Specifications for Road and Bridge Construction.
