About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Maintenance, is soliciting competitive bids through a Request for Bid (RFB) for right-of-way mowing services covering Logan and Todd counties within District 3. The procurement encompasses mowing services across 559.427 miles of roadway totaling approximately 7,681.50 acres, including U.S. highways, Kentucky state routes, and local roads across both counties. Contractors must provide three complete mowing cycles annually, with the first cycle commencing in late May, maintaining vegetation at a height of 6-10 inches, and include traffic control services for three occurrences per mowing cycle. The work specification allows batwing mowers on select routes as designated in the work location sheets, with a maximum of 15 working days permitted to complete each mowing cycle. Bidders must possess prequalification certificates of eligibility for work items I-29 (Right of Way Mowing) and I-37 (Traffic Control) as of the bid closing date; no bid or performance bonds are required. Evaluation will be conducted using a best-value ranking approach with price as the sole criterion worth 100 points, with the lowest responsive bid receiving maximum points. Written questions must be submitted by February 15, 2022, at 3:30 p.m. Eastern Time with responses posted by February 16, 2022, at 7:00 p.m.; bids are due electronically through the Kentucky eProcurement system by February 23, 2022, at 1:30 p.m. Eastern Time, with a tentative award date of March 2, 2022.
The contract is available to all qualified vendors meeting prequalification requirements, with reciprocal preferences for Kentucky resident bidders and qualified bidder preferences applicable in accordance with Kentucky Revised Statutes. No specific incumbent contractor or disadvantaged enterprise set-asides are identified in the solicitation documents. The initial contract period extends from award through December 31, 2022, with four optional one-year renewal periods available subject to written approval by both the vendor and the Division of Purchases. Unit prices shall remain firm for the first twelve months with only one price increase permitted thereafter based on documented industry-wide changes, and a fuel price adjustment clause applies when diesel fuel prices fluctuate more than 5 percent from the January baseline price. The successful contractor must maintain General Liability Insurance with minimum limits of $1,000,000 per occurrence and Kentucky worker's compensation insurance, and will be subject to liquidated damages of $1,000 per day for failure to begin or complete work within specified timeframes, plus additional penalties ranging from $250 to $500 per occurrence for equipment damage, improper mailbox replacement, batwing mower misuse, traffic control deficiencies, or work performed outside daylight hours. No specific award value or budget range is published in the solicitation documents; pricing will be determined through competitive bidding.
