About this opportunity
The County of Orange Probation Department is issuing Invitation for Bid (IFB #057-3021101-VRV) for routine maintenance and repairs of industrial laundry equipment at the OC Probation Youth Guidance Center in Santa Ana, California. The procurement seeks qualified vendors to provide comprehensive maintenance and repair services for Speed Queen and B&C brand industrial washers, dryers, and lint collectors. The scope of work includes quarterly preventive maintenance inspections with detailed component evaluation, cleaning, part replacement, electrical system verification, and complete operational cycle testing for each equipment type. Additionally, the contractor must provide 24/7/365 emergency response services with qualified technicians on-site within four hours of emergency calls. Bidders must submit all required documentation, including active California contractor's license verification, W-9 tax forms, insurance certificates with additional insured endorsements, D-U-N-S and UEI numbers, three professional references, completed debarment certification, and Levine Act campaign contribution disclosure. All parts and materials must be new and meet Original Equipment Manufacturer (OEM) specifications, with the contractor providing a one-year warranty on all labor and materials and extending the manufacturer's full warranty period. Electronic bids must be submitted through the County's online bidding portal (https://procurement.opengov.com/portal/ocgov) by March 13, 2026, at 4:00 p.m., with pricing submitted as separate line items for quarterly maintenance costs for each of the four pieces of equipment and hourly labor rates categorized by day of week and time of day (Monday-Friday 7:00 a.m. to 5:00 p.m.; Monday-Friday 5:00 p.m. to 7:00 a.m.; Saturday and Sunday; and holidays). All questions must be submitted through the solicitation's Question & Answer section, and bids remain valid for 365 days following the closing date.
The procurement includes a five percent preference deduction for County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certified bidders during evaluation, with dual certified businesses receiving an eight percent preference. Contract performance is secured through both a Labor and Material Payment Bond and a Performance Bond, both of which must be approved by the County's Chief Executive Officer/Risk Management and the Office of the County Counsel prior to execution. The Labor and Material Payment Bond amount must equal or exceed the estimated amount payable by the County and protects all parties entitled to file claims under California Civil Code Section 9100, including material suppliers, laborers, and subcontractors. Award will be made to the lowest responsive, responsible bidder meeting all requirements and accepting County terms and conditions without exceptions. No specific budget range or award value is listed in the solicitation documents; however, contractors must structure their bids with separate line items for each of the four quarterly maintenance services and variable hourly labor rates based on time of service. The contract term is not specified in the provided sections, though all documentation must be submitted within seven days of award notification.
