About this opportunity
The California Department of Transportation (Caltrans) is requesting price quotes for routine and non-routine heating, ventilation, and air-conditioning services at nine maintenance stations across Riverside County, with quotes due July 10, 2026 and questions due July 3 by 5:00 p.m. Pacific Time. This is a Small Business set-aside restricted to certified SB, micro business, SB for public works, or Disabled Veteran Business Enterprise contractors.
The scope covers preventative maintenance (approximately 800 hours of journeyman technician time, scheduled annually between March and May), emergency non-routine repairs requiring 24-hour response and 48-hour completion, and ice-machine maintenance at facilities in Riverside, Desert Center, Yucaca Valley, Indio, San Jacinto, Banning, Mountain Center, Corona, and Lake Elsinore. Contractors must quote separate hourly rates for routine and non-routine services with a maximum allowable total bid of $484,000, plus reimbursement of actual materials (10 percent allowance). A valid C-20 Warm-Air Heating, Ventilation, and Air-Conditioning license from the Contractors State Licensing Board and current Department of Industrial Relations registration are required at quote submission and throughout the contract term.
The estimated contract value is capped at $484,000 over a three-year term commencing September 1, 2026 and expiring August 31, 2029. Prevailing wage requirements apply if the total bid exceeds $15,000; prevailing wage payroll certification and apprenticeship compliance are mandatory. No subcontracting is permitted. Successful bidders must provide a Payment Bond equal to 100 percent of any service request exceeding $25,000 prior to work commencement. Comprehensive insurance with Caltrans named as additional insured is required. Mandatory organic waste recycling under Senate Bill 1383 applies. The estimated award date is July 17, 2026.
