About this opportunity
The New Jersey Department of Transportation is requesting technical proposals for construction inspection services on a pavement preservation project on Route 440 in Jersey City and Bayonne, Hudson County, with proposals due June 18, 2026. This is a federally funded Cost Plus Fixed Fee Project Specific Agreement selecting one qualified consultant. Eligible firms must be prequalified with NJDOT in the C-6 A discipline and level of service as of the closing date, or must become prequalified by that time — a hard eligibility gate.
The scope includes full construction inspection services for a pavement preservation project using Ultra-High Performance Thin Overlay and micro-milling techniques on approximately 2.5 miles of Route 440, plus ADA and traffic signal upgrades at ten intersections and installation of ITS conduits and junction boxes at roadway crossings. The consultant must provide five rated staff: one Resident Engineer (NICET IV or equivalent), one Assistant Resident/Office Engineer (NICET III or equivalent), one Road Inspector (NICET II or equivalent), one Road/Electrical Inspector (NICET II or equivalent), and one Schedule Reviewer, plus three additional resumes for two non-rated positions selected at the startup meeting. The Resident Engineer and Assistant Resident/Office Engineer must demonstrate specific years of experience on similar HMA pavement construction projects valued at $5 million or more; the Road/Electrical Inspector must have one year each of HMA pavement and roadway electrical experience on similar projects.
Construction is scheduled to begin September 15, 2026 and be completed by September 13, 2027. No certified firm utilization goal applies. Questions are due June 11, 2026. Anticipated selection is July 2026. Only one technical proposal per firm is permitted unless otherwise noted; joint ventures are allowed if all participating members are prequalified. Subconsultants must be cost-basis approved by NJDOT as of the closing date. Prior to contract execution, the selected firm must submit a Letter of Federal Approval or Letter of Approval of EEO/AA Program from NJDOT's Division of Civil Rights.
