About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Criminal Justice Training, is soliciting bids through Request for Quotation (RFQ) 758 2300000163 for the procurement of ten round picnic tables with integrated seating. The tables must be commercial-grade steel with expanded metal construction, approximately 46 inches in diameter, featuring a black powder-coat finish and durable thermoplastic-coated surfaces, with one table required to be ADA accessible. Vendors must provide delivery, assembly, and installation services to the Department of Criminal Justice Training facility at 4449 Kit Carson Drive, Richmond, Kentucky, by June 30, 2023, including all unloading, assembly if shipped unassembled, and installation on a concrete patio pad. All delivery, assembly, installation, and related lodging costs must be included in the bid offer, and bidders proposing alternate brands or specifications must submit descriptive literature for approval. The evaluation methodology employs a best value approach with pricing weighted at 90 points, delivery at 10 points, and manufacturer's warranties as a pass/fail requirement; the lowest-priced bidder receives maximum points, with other bidders scored proportionally, and vendors meeting the June 30, 2023 deadline receive no additional delivery points. Written questions are due May 3, 2023, at 10:00 AM ET, and sealed electronic bids through the Kentucky eProcurement system must be submitted by May 10, 2023, at 1:30 PM ET. Vendors must be registered in the Commonwealth Vendor Self Service (VSS) portal prior to submission, quote all line items to be considered responsive, and provide manufacturer's warranty documentation with their response.

Kentucky resident bidders are eligible for reciprocal preference consideration, and qualified bidders—including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities—may receive preference points equal to 20 or 15 percent of the maximum points available depending on their classification. All bidders must complete and submit the Annual Affidavit for Bidders, Offerors and Contractors, notarized and executed by an authorized representative, attesting under penalty of perjury that they have not knowingly violated Kentucky campaign finance laws. The successful bidder must maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Kentucky Workers' Compensation Insurance of $1,000,000, and automobile/truck liability insurance with minimum limits of $1,000,000 per occurrence. All pricing must be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax. The solicitation is structured as a Group All award to a single vendor, and no specific budget range or award value is disclosed in the available documentation.
