About this opportunity
The City of Urbana, Illinois is requesting bids on rough cut or bush hog mowing services at a closed landfill located at 901 N. Smith Road under ITB FY2027-ITB-001, with bids due electronically August 4, 2026 at 3:00 p.m. Questions are due July 27, 2026 at 5:00 p.m.
The scope covers mowing on slopes, in ditches, and along fence lines at approximately 8 acres. Vegetation must be cut to a maximum height of four inches. Two mowing events are required — one in September and one in June. Vendors must maintain a 10-foot distance from unfenced solar panels and mow as close to existing fencing as possible. Some areas may require hand tools; the choice of methods and equipment is entirely the vendor's. Work hours are 8:00 a.m. to 3:30 p.m. Monday through Saturday, with additional hours available by mutual consent. A site map prepared by Urbana Public Works depicts active methane gas vents, leachate and methane wells, monitoring wells, utility infrastructure, and drainage features across the complex, informing vendors of subsurface and surface constraints.
Award will be made to the responsible vendor with the lowest lump sum bid within 45 days of submission. Pricing must include all labor, mobilization and demobilization, equipment, delivery, permits, and fees; payment follows within 30 days of invoice approval.
Vendors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Workers' Compensation (Illinois statutory), Automobile Liability ($1 million combined single limit), and Umbrella/Excess Liability ($5 million), with the City named as additional insured on a primary and non-contributory basis. Compliance with Illinois Prevailing Wage Act, Veterans Preference Act, Employment of Illinois Workers on Public Works Act, and non-discrimination requirements is mandatory. All subcontractors must agree to the same representations and insurance requirements. The successful vendor must provide conditional award documentation within 14 days of notice and execute a City-provided or City-approved contract.
