About this opportunity
The City of Batavia, Illinois is requesting qualifications for engineering consulting services on the Rotolo Middle School Sidewalks and Traffic Control Project, with statements of qualifications due August 13, 2026 and questions due August 6, 2026. This is a Qualifications-Based Selection (QBS) process with no fee proposal required at the initial submission stage; the highest-ranked firm will negotiate scope, schedule, and compensation after selection.
The scope spans Phase I Preliminary Engineering and Phase II Engineering services for approximately 1,500 linear feet of new public sidewalk along Willow Lane and Bluestem Lane between Chillem Drive and Lexington Lane. The project will complete sidewalk gaps, improve pedestrian connectivity, and enhance safety in surrounding residential neighborhoods. Final alignment and placement will be determined during design based on existing conditions, tree preservation, grades, drainage, utilities, and other constraints. Sidewalk is anticipated on one side of each street.
The City has secured $250,000 in Illinois Safe Routes to School (SRTS) funding through the Illinois Department of Transportation under Project No. CRTS-023-1003. Phase I and Phase II Engineering services will be funded through local City funds, while SRTS funding will support eligible construction and construction engineering activities. The original 2023 planning-level construction estimate was approximately $261,200, provided for informational purposes and subject to refinement during design.
Evaluation criteria are Project Understanding and Approach (30%), Project Team Qualifications (25%), Similar Project Experience (25%), Public Involvement and Coordination (10%), and Schedule and Availability (10%). Statements of Qualifications are limited to 10 pages, excluding cover pages, resumes, and required IDOT forms. All phases must be obligated by May 30, 2028. The anticipated schedule includes consultant selection in August/September 2026, project kickoff in Fall 2026, design through July 26, 2027, construction letting on November 5, 2027, and construction in Spring 2028.
