About this opportunity

The City of Seattle Department of Transportation is soliciting bids on the Roosevelt Way Preservation Project, a federally funded FHWA infrastructure improvement, with bids due November 4, 2026 at 2:00 p.m. A 13% Federal Small Business Enterprise (FSBE) participation goal applies; bidders must make good faith efforts to meet this requirement. The project is subject to prevailing wage under Davis-Bacon and federal Title VI compliance requirements.

The scope encompasses asphalt planing and overlay, removal and replacement of select concrete panels with base repair, intersection realignment at NE 113th Street, curb bulb installation at NE 114th and NE 115th Streets, ADA-compliant curb ramps, sidewalk removal and restoration, channelization, signing, concrete bike barriers, driveways, traffic signal installation, landscaping, storm drainage, and pedestrian safety improvements. Work spans Roosevelt Way NE from NE 92nd Street to Pinehurst Way NE and Pinehurst Way NE from Roosevelt Way NE to 15th Avenue NE (King County and Spokane City jurisdictions, Washington). The bid includes 167 line items across traffic control, excavation, pavement, drainage, utilities, grading, electrical, signaling, and landscaping. Rebar installation and electrical work are identified specialty trades; bidders must identify subcontractors for these trades or declare self-performance.

The engineer's estimate is $12.5 million to $12.8 million, subject to Washington State's 10.55% sales tax. Work must be physically completed within 250 working days of Notice to Proceed. A bid guaranty of not less than 5% of the maximum bid amount including retail sales tax is required. Bidders must submit a Bidder/Subcontractor List, a Disadvantaged Business Enterprise Utilization questionnaire, and a proposal for recycled-materials incorporation as a goal rather than a requirement. Contractors must hold current Washington State contractor registration, UBI number, industrial insurance coverage, employment security number, state excise tax registration, and Seattle Business License; comply with Equal Benefits and Labor Standards requirements; and adhere to SMC Chapter 14.16 (paid sick and safe time) and SMC 19.19 (minimum wage). No pre-bid site inspection meeting is scheduled.
