About this opportunity
The Town of Stratford is seeking proposals for a 20-year Power Purchase Agreement (PPA) to develop, own, operate, and maintain a rooftop solar photovoltaic system at the Birdseye Municipal Complex located at 468 Birdseye Street. The project involves installing up to 240 kW-AC of photovoltaic solar under Year 1 of Connecticut's Non-residential program, with additional bid alternates for solar carports in the parking areas and/or a battery energy storage system (BESS). Qualified clean energy developers are invited to submit comprehensive proposals that include a bid details form, site plans, drone footage, 3D models, and photos of existing electrical equipment. The solicitation period runs from November 2, 2022, to December 7, 2022, with a vendor Q&A period from November 2 to November 16, 2022. All questions must be submitted in writing via email to Philip Ryan, and no phone calls are permitted. The battery energy storage system component will participate in the Energy Storage Solutions Program administered by the Connecticut Green Bank and United Illuminating. Proposals will be evaluated based on the submitted documentation and the developers' ability to meet the project's technical and operational requirements.
The solicitation does not specify any specific set-aside designations or restrictions on the types of organizations that can respond, indicating the bid is open to all qualified vendors. No incumbent vendors or current contractors are mentioned in the documentation. The project will utilize existing infrastructure at the Birdseye Municipal Complex, with the solar system to be integrated into the current electrical setup. While the total estimated project value is not provided, the 20-year PPA structure suggests a significant long-term financial commitment. Payment terms are set at Net 30 Days, and the project is funded through the state's Non-residential program and potentially the Connecticut Green Bank's Energy Storage Solutions Program. The solicitation suggests flexibility in proposal configurations, allowing developers to submit options for the primary solar installation as well as additional components like solar carports and battery storage, which may provide multiple avenues for project implementation and potential cost optimization.
