About this opportunity
The City of Wichita, acting through its agent Legends Global, is seeking proposals for removal and installation of a rooftop electric HVAC unit serving the Bob Brown Expo Hall Kitchen at Century II, with a pre-proposal conference on October 28, 2026 at 1:00 p.m. and sealed proposals due November 6, 2026 at 10:00 a.m. through the City's Procurement Portal.
Respondents must have a minimum of three years' experience in similar services and must be registered with the Kansas Secretary of State before contract execution. The City temporarily suspended its Emerging/Disadvantaged Business Enterprise scoring criteria on non-federally funded contracts as of August 1, 2025, pending program review, but S/EBE participation documentation remains required in proposal submissions.
The scope is a packaged air-cooled rooftop unit with 30-ton capacity, providing cooling and hot water heating, using R-454B refrigerant and operating on 208V/60Hz/3Ph power. The bidder must supply all labor, materials, permits, insurance, and bonding, visit the site to verify conditions and dimensions, and determine construction details.
Required bonds are a performance bond for 100 percent of the contract amount and a labor and material payment bond running to the State of Kansas for not less than the total contract value. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million per occurrence, and employers liability of $1 million each accident, plus statutory workers' compensation, with the City named as primary and non-contributory additional insured.
Pricing is not-to-exceed, with costs per task as directed and approved by the department, calculated on accomplishment of milestones in the contractor's proposal. The term runs through project completion once milestones and goals are met, and the City may terminate on thirty days' written notice.
Proposals will be scored on project understanding and presentation (35%), technical qualifications and resources (35%), ability to meet terms and conditions (10%), references and past performance (10%), and cost (10%). Optional oral presentations are scheduled for November 2026, with tentative City Council approval in December 2026.
Questions are due October 30, 2026 at 3:00 p.m., and answers will be issued by addendum during the week of November 2, 2026.
