About this opportunity

Pinellas County School Board is soliciting bids for ITB #25-CD-058, a comprehensive roofing repairs and services contract for existing school facilities. The procurement seeks a Florida-licensed roofing contractor capable of performing emergency and repair services with a 24-hour response capability. Specific requirements include the ability to repair multiple roofing types such as metal, shingle, thermoplastic polyolefin (TPO), coal-tar pitch, and ethylene propylene diene monomer (EPDM) roofing. Contractors must provide all necessary tools, equipment, materials, and disposal services. Key qualifications include five years of continuous business experience, detailed subcontractor information, and compliance with background screening requirements. A mandatory pre-bid conference is scheduled for July 8, 2025, at 9:00 am, with bid submissions due by 3:00 pm on July 22, 2025, through the District's OpenGov Procurement portal. The contract period will run from August 23, 2025, to August 22, 2026, with potential renewal options for up to two additional years.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded as a rotating short list of up to two of the lowest, most responsive bidders. The estimated annual contract value is approximately $1,500,000, though actual purchases may vary. Bidders must provide comprehensive insurance documentation, including general liability, automotive liability, and workers' compensation coverage with specific minimum limits. The district reserves the right to extend contract terms, adjust pricing based on the Consumer Price Index, and terminate the agreement with appropriate notice. Pricing will be based on submitted hourly rates for regular and overtime labor (roofers and helpers) and unit pricing for specific repair tasks. Contractors must comply with detailed insurance specifications, including obtaining insurance certificates within ten working days of contract award and listing the School Board as an "Additional Insured" and "Certificate Holder" on all policies.
