About this opportunity

The Gila River Indian Community issued Invitation for Bids (IFB-0638-CSD) for roofing renovations, repairs, and restoration work on 22 residential homes located across Districts 1 through 7 in Arizona. This procurement seeks qualified contractors to complete comprehensive roofing projects including removing existing shingles to decking, inspecting for wood damage, replacing roof decking with OSB, installing synthetic underlayment, installing 30-year dimensional asphalt shingles in homeowner-selected colors, installing metal flashings, ridge and hip shingles, new drip edge, and vent and fascia replacements, with patio roofing work where applicable. All work must be completed by September 30, 2025, with summer working hours restricted to 6:00 am to 2:00 pm. Required qualifications include an active Arizona contractor's license, a Tribal Business License, comprehensive insurance coverage (including $1,000,000 commercial general liability per occurrence, $2,000,000 excess liability, $1,000,000 automobile liability, and $2,000,000 pollution liability if applicable), and performance and payment bonds equal to 100 percent of the contract price. Bids must include a 5 percent bid bond and a detailed schedule of values in whole dollars for all 22 home sites. A mandatory pre-bid meeting and site visits are scheduled for Monday, February 2, 2026, at 7:00 am at the District 3 Multipurpose Building in Sacaton, Arizona, with a question submission deadline of Thursday, February 5, 2026, at 5:00 pm and responses provided by Monday, February 9, 2026, at 5:00 pm. Bid submissions are due Tuesday, February 17, 2026, at 11:00 am via the Bonfire e-Procurement platform, with bid opening and WebEx presentation on the same day and vendor notification anticipated for Tuesday, February 24, 2026.

The Gila River Indian Community implements a Native American Preference program whereby qualified Indian-Owned economic enterprises may receive contract awards if their bids are no more than a specified percentage higher than the lowest responsive bid, with the preference amount determined by contract value. All contractors and subcontractors must comply with the Community's Tribal Employment Rights Ordinance (TERO) and the Tribal Native Plant Ordinance. The community will retain 10 percent retainage from monthly invoices, released upon project completion and issuance of a Certificate of Substantial Completion, with final payment made upon completion of the punch list and substantial completion of the project. The Gila River Indian Community is exempt from material, sales, and construction services taxes, so taxes shall not be included in bid amounts. No specific budget range or award value is listed in the procurement documents, though the contract value will determine the Native American preference percentage applied to eligible bids.
