About this opportunity
The City of Philadelphia is soliciting quotes for a micro purchase of Roofing Felt Paper through a competitive procurement process open to responsive and responsible bidders. This procurement will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder, with all quotes required to total less than $43,000 (adjusted annually by CPI-U percentage increases from January 1, 2020, rounded to the nearest $1,000). Vendors must quote all listed items to be eligible for award and are required to submit quotes electronically through the PHLContracts platform by the April 15, 2026 deadline. All submissions must include a duly completed and signed Consent and Authorization Agreement submitted either to the vendor's profile or as an attachment to the quote. The contract term will commence on the effective date specified in PHLContracts and automatically terminate 365 days thereafter without notice, with a maximum contract duration of one year. Vendors are prohibited from delivering products or providing services until explicitly notified by the department. Submitted quotes must remain valid for 60 days from the submission date or throughout the contract term for requirements contracts, with all prices quoted net and exclusive of taxes, and delivery required FOB Destination Point.
Bidders must comply with the City of Philadelphia's nondiscrimination ordinances, business tax requirements, and ethics laws, and must certify they are not indebted to the City for delinquent taxes, liens, or judgments. Contractors are required to procure and maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit. While there are no stated set-asides restricting participation, the City has provided an optional LGBTQ Applicant Opportunity Data Sheet for vendors who wish to self-identify as beneficially owned and controlled by LGBTQ persons certified through the National LGBT Chamber of Commerce or the Independence Business Alliance; submission of this form is voluntary and does not affect bid eligibility or award decisions. No incumbent vendors or current contractors are identified in the procurement documents. Following delivery and City approval of products and services, payment will be made through electronic deposit, with all materials delivered becoming the sole property of the City. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and award on individual line items.
