About this file
This file is a Seller SOP Checklist for the City of Philadelphia Procurement Department, which provides step-by-step guidance for vendors submitting quotes through the PHLContracts platform for small purchases. The checklist outlines thirteen sequential steps that sellers must complete to submit a quote, beginning with ensuring proper user role selection and proceeding through completion of the General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. Specific to the related Roofing Felt Paper micro purchase opportunity in Pennsylvania, vendors must quote all listed items to be eligible for award, with the contract to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.
Key procedural requirements include answering the Local Business Entity (LBE) certification question, entering unit costs for each bid item, responding to all mandatory questions, accepting terms and conditions, and submitting a properly executed Consent & Authorization form, which must be on file in the vendor profile or attached during submission. Vendors should also consider completing the optional LGBTQ Applicant Opportunity Data Form and attaching any supporting documentation related to their quote. All validation warnings must be resolved before submission, and vendors are cautioned not to deliver products or provide services until receiving explicit notification from the City department. The checklist emphasizes the importance of reviewing and saving progress on each tab to prevent loss of information and enable successful quote submission through the PHLContracts portal.
