About this opportunity

Hillsborough County Public Schools (HCPS) has issued Invitation to Bid (ITB) Number 25348-ITB-MST for comprehensive Roof Drain Services across its district. The procurement seeks experienced and qualified vendors to provide roof-related drain services, including unclogging, cleaning, repairing, and maintenance for schools throughout Hillsborough County. Contractors must possess a valid Plumbing License and demonstrate verifiable experience in minor roof repairs. The solicitation requires vendors to provide all necessary labor, materials, supervision, equipment, and incidentals to complete service requests. Technical questions are due by August 11, 2025, with the full solicitation response deadline set for August 25, 2025. The initial contract term will begin upon Board approval, with potential automatic renewals for up to four additional one-year periods, contingent on budget appropriations and contractor performance. HCPS intends to potentially award contracts to up to three primary vendors across three geographical maintenance areas: West, Central, and East Hillsborough County.

The procurement includes several important set-aside and qualification requirements, with a strong emphasis on the Small Business Encouragement (SBE) Program. Vendors must provide comprehensive insurance coverage, including workers' compensation, general liability, and automobile liability, with specific coverage limits based on project size. The bid includes specific restrictions on contracting with entities from foreign countries of concern, as outlined in Florida Statute 287.138, which prohibits business relationships with entities primarily based in countries like China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria. Contractors must complete multiple affidavits, including a Vendor Affidavit Regarding the Use of Coercion for Labor and Services and a Foreign Countries of Concern Prohibited Affidavit. The pricing structure is designed to accommodate both standard (Monday-Friday, 6:00 am to 6:00 pm) and non-standard hour labor rates, with estimated annual usage of 2,500 standard hours and 200 non-standard hours. While a specific total contract value is not explicitly stated, the pricing sheet includes provisions for labor rates, call-out fees, and equipment rental markups, suggesting a flexible and potentially significant financial opportunity for qualifying vendors.
