About this opportunity

Chatham County is soliciting bids for the Rodney J. Hall Flagpole Replacement project, a procurement opportunity located at the Rodney J. Hall Boat Ramp at 25 Diamond Causeway in Savannah, Georgia. The county seeks a qualified vendor to provide and install a new 100-foot flagpole, replacing the existing 40-foot flagpole with a significantly larger 30' x 60' U.S. flag. The project requires a 100' x 14" tapered steel flagpole with internal halyard, complete installation services including excavation, concrete foundation, welding, painting, and site cleanup. Bidders must submit all documentation through the Chatham County Purchasing Portal by the bid opening date of October 10, 2025. The work is expected to commence within 10 days of the "Notice to Proceed" and be completed within 90 calendar days, with specific technical requirements including the flagpole's construction from A-36 carbon steel with a 36,000-psi yield point and a standard corrugated steel foundation sleeve.

The procurement opportunity includes a 30% combined Minority/Woman Business Enterprise (M/WBE) participation goal, with bidders required to demonstrate good faith efforts to meet this requirement. The county has established detailed guidelines for M/WBE participation, including soliciting M/WBE interest, providing adequate contract information, and negotiating in good faith with minority and women-owned businesses. A Geotechnical Engineering Report from Terracon has been completed and is available for bidder reference, which recommends a drilled pier foundation bearing in medium dense/dense sand at least 18 feet below ground surface. While no specific budget range is explicitly stated, the project involves comprehensive infrastructure improvement at one of Chatham County's eleven boat ramps, which includes two three-lane ramps, a courtesy dock, bait shop, pavilion, and restrooms. Bidders must comply with various county procurement policies, insurance requirements, and local regulations, and must complete all required attachments, including affidavits for drug-free workplace, non-discrimination, and work authorization verification.
