About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for rock salt under RFQ 17A 260604-0305 to supply Maine municipalities and political subdivisions across all 16 counties during the 2026–2027 winter maintenance season, with quotations due by 4:00 p.m. Eastern Time on June 22, 2026.

The total tonnage requirement is 205,106 tons across participating entities, with individual allocations ranging from 7 tons for Cushing to 7,500 tons for Portland. Participating jurisdictions include Maine counties, municipalities, unorganized townships, and four University of Maine campuses. Rock salt must meet minimum 95% sodium chloride composition, specified particle-size distribution, moisture content not exceeding 1%, and anti-caking additives of at least 20 ppm. Penalties apply for deliveries with sodium chloride content between 93–94.9%, moisture between 1.1–2.0%, gradation overages, or contamination. Pricing must be submitted in FOB destination terms on an Excel spreadsheet with all shipping charges included and no additional costs permitted during the contract term. The contract period runs July 1, 2026, through June 30, 2027, with a single fixed price per ton binding throughout.

New vendors without a State of Maine Road Salt Master Agreement award in the last five seasons must demonstrate current salt stockpile locations in New England, three references from current customers, and in-state or nearby storage and distribution capacity with reliable trucking access. Delivery must occur within five business days of order notification with 24-hour advance notice to municipalities. The State reserves the right to conduct audits, inspections, and sampling at contractor storage areas and delivery locations.

Following bid notification, municipalities have two weeks to accept or reject their low bid and commit to purchase at least 75% of estimated quantity at awarded prices, with prices held up to 125% of estimated usage. The State reserves the right to make multiple awards to lowest-priced qualified bidders. Questions must be submitted through the AdvantageME Vendor Self Service Q&A system up to 48 hours before the June 22 deadline.
