About this opportunity

The Maine Department of Transportation, procured through the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for mined rock salt delivery to multiple locations throughout Maine during winter seasons under RFQ 17A 260604-0304, with quotations due June 25, 2026 at 4:00 p.m. Eastern Time. The State anticipates making multiple Master Agreement awards to qualified vendors.

Rock salt must meet strict chemical composition and physical specifications: minimum 95% sodium chloride, particle size gradation as specified, moisture content not exceeding 1%, anti-caking additives of at least 20 ppm, and delivery in free-flowing, useable condition. Vendors not awarded a Maine road salt contract in the last five seasons must provide proof of adequate infrastructure, including a local stockpile location for testing, references from current state or municipal customers, confirmation of in-state or adjacent storage and distribution capability, and available local trucking capacity.

Bidders submit pricing on a per-ton basis for each of six DOT service areas (Areas 1 through 5-B) and may elect to service individual areas rather than all areas, provided they can service all facilities within their chosen area. Pricing must be quoted all-inclusive with FOB Destination shipping terms — vendors absorb all transportation costs to State delivery locations. The estimated total initial-fill quantity is 180,440 tons across all areas, with Area 1 the largest at 33,700 tons and Area 5-B the smallest at 16,460 tons. Replenishment quantities vary by area during the contract period.

The contract runs from July 1, 2026 through June 30, 2027, with four optional extension periods extending through June 30, 2031. All quoted prices must remain firm for a minimum of one year of the initial contract period. Submissions are electronic through the State of Maine's AdvantageME Vendor Self Service (VSS) system. The State reserves the right to conduct inspections, sample testing, and assess penalties for non-conforming deliveries according to specified penalty schedules.
