About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Fair Board, issued Request for Bid (RFB) 758 2100000456 on February 22, 2021, to establish a master agreement for rock and sand supply. The solicitation seeks bids for six commodity line items: Limestone Crushed Rock Size 2 and 3, Limestone Crushed Rock Size 57 and 5, Limestone Crushed Rock Rockdust and Agricultural Lime, Limestone Crushed Rock DGA and 610, Masonry Sand, and Channel Liner Size 1, with each category requesting 1,000 tons. All pricing must be submitted as price per ton on the attached Bid Price Sheet, with delivery required within 48 hours of order to the Kentucky Fair & Exposition Center Shipping and Receiving department at 937 Phillips Lane, Louisville, Kentucky 40209. Written questions are due by March 1, 2021 at 10:00 AM ET, and the bid closing date is March 11, 2021 at 1:30 PM ET. The resulting contract shall be effective June 15, 2021 for an initial one-year period, with four optional one-year renewal periods available at the written approval of all parties. Award determination utilizes a best value ranking approach with price weighted at 90 points and delivery at 10 points, with the lowest responsive bidder receiving maximum price points and subsequent bidders scored proportionally. Delivery points are awarded only to vendors capable of delivering faster than the required 48 hours, with a one percent per day penalty deducted from invoices for each day delivery is missed. All pricing must remain firm for 60 days after the bid due date, exclude federal excise tax and Kentucky sales or use tax, and be submitted as F.O.B. Destination Freight Prepaid and Allowed. Electronic bid submission through the Commonwealth eProcurement system is mandatory, requiring vendors to be registered 24-48 hours prior to submission.
Reciprocal preference is available to Kentucky resident bidders, and preferences apply to Kentucky Correctional Industries (20 percent preference) and qualified bidders including Kentucky Industries for the Blind (15 percent preference). All bidders must submit a Kentucky Tax Registration Application (Revenue Form 10A100), proof of Secretary of State registration for foreign entities, and required affidavits prior to contract award, including an Annual Affidavit affirming compliance with Kentucky statutes governing campaign finance laws, contractor disclosure requirements, sales and use tax registration, state tax compliance, and boycott prohibitions. Contractors claiming resident bidder status must demonstrate authorization to conduct business in Kentucky, filing of Kentucky corporate income taxes for one year prior to advertisement, payments to the Kentucky unemployment insurance fund, and maintenance of a workers' compensation policy. Price increases are not permitted during the first 12 months; thereafter, increases may be requested with 30 days' notice and must be justified by industry-wide price changes. No specific award value or budget range is disclosed in the solicitation documents; however, the bid pricing sheet indicates a total of 6,000 tons across all commodity categories based on the 1,000-ton quantity for each of six line items.
