About this opportunity
Greenville County Engineering & Maintenance Division is seeking proposals from an experienced wetlands consultant to perform comprehensive wetlands evaluation and permitting services for the Robertson Way Bridge Replacement project located approximately 2 miles east of Travelers Rest. The project involves replacing an existing 45-foot single span bridge over Beaverdam Creek with a new 60-foot single span bridge, including road realignment, raised abutments, and streambank erosion mitigation. The consultant will be responsible for conducting a desktop review, field evaluation, wetlands delineation, and documentation in accordance with U.S. Army Corps of Engineers (USACE) standards, with a required completion of the evaluation phase within 60 days of receiving the Notice of Award. Deliverables include a final report with exhibits, maps, data sheets, photographs, and recommendations for jurisdictional determination and permitting. The proposal submission deadline is March 21, 2025, at 3:00 pm, with a tentative award date of March 31, 2025, and contract negotiations scheduled from March 31 to April 11, 2025. The county will evaluate proposals based on four equally weighted criteria: responsiveness to solicitation, experience and past performance, references, and pricing.
No specific set-aside designations or restrictions on responding organizations were explicitly stated in the procurement documents. The permitting phase will be negotiated based on the consultant's proposed hourly rates and material cost schedule, with payment made on a quarterly cycle contingent upon documentation of completed tasks. The ultimate contract will terminate upon USACE permit approval, though Greenville County reserves the right to terminate the contract at any time, with payment made for services performed up to the termination date. While no specific budget range was provided, the contract includes provisions for comprehensive services including wetlands verification documents, Section 404/401 requirement submissions, and preparation of potential permit packages such as Preconstruction Notification (PCN), Nationwide Permit (NWP), or Individual Permit (IP). No bonding requirements were mentioned, and the county explicitly reserves the right to reject any or all proposals submitted. The project will be entirely self-performed by Greenville County, with the Engineering and Maintenance Division serving as the permittee for any federal or state permits, certifications, or notifications required.
