About this opportunity
The City of Naperville Department of Public Works is requesting qualifications for supplemental roadway snow removal services for the 2026/27 winter season, with responses due September 29, 2026 at 2:00 p.m. This is a qualification-based procurement for an as-needed contract vehicle — qualified contractors will be added to a shortlist and called to perform during winter weather events rather than guaranteed a fixed workload or term commitment.
The scope covers approximately 540 centerline miles of pavement and over 1,200 cul-de-sacs throughout the City, including City streets, municipal parking lots, the Route 59 Metra station parking lot, and areas surrounding the downtown Naperville train station. Plowing commences when a minimum of 2 inches of snowfall has accumulated on paved surfaces while snow is still falling. The City's operational goal is to clear all streets within 15 hours after snowfall ceases. During winter weather events resulting in greater than 12 inches of snow accumulation within a 24-hour period, contractors receive a 20-percent bonus to hourly rates. Equipment hourly rates for the 2026/27 season are specified in Attachment A of the RFQ.
Minimum qualifications require at least three years of experience providing snow removal on public or private roadways, the ability to respond within 1.5 hours of callout, and availability 24 hours per day, seven days per week. All contractors must utilize city-supplied GPS technology during operations, with payment contingent upon proper use and equipment return. Required submittals include a completed equipment list, three current commercial references from projects within the last three years, an affidavit of compliance, and a certificate of insurance with specified endorsements.
The contract term runs from October 1, 2026, through April 30, 2027. Questions were due September 17, 2026. Responses must be submitted electronically through the City's OpenGov Procurement Portal.
Opportunity text
The Department of Public Works (DPW) is responsible for snow removal throughout the City, including City streets, municipal parking lots, the Rt. 59 Metra station parking lot and the areas surrounding the downtown Naperville train station. There are approximately 540 centerline miles of pavement and over 1,200 cul-de-sacs within the City that require snow removal and ice control. The City owns and operates 26 large snow removal vehicles and 12 pick-up trucks with plows. Plowing commences when a minimum of 2 of snowfall has accumulated on paved surfaces, and snow is still falling. Salting may begin sooner than 2 of snow for tandem and single axle trucks depending on roadway conditions. It is the Citys goal to clear all streets within 15 hours after the snowfall has ceased. It is important to note that heavy, wet snows may take longer to clear.
