About this opportunity
The County of Orange, California, through John Wayne Airport, is soliciting competitive bids for Roadway Banner Services under Invitation for Bid #280-2970102-GL. The procurement encompasses comprehensive banner services for the airport's upper-level passenger terminal roadway, including up to six full banner set installations and de-installations annually (conducted between 11:00 p.m. and 4:00 a.m.), fabrication of up to four complete sets of 44 banners per year (with each set consisting of 40 banners measuring approximately 30" x 94" mounted on 20 light poles along the east side), monthly maintenance and inspection reporting, secure storage of inactive banner sets, and replacement of individual banners as needed. Qualified bidders must demonstrate substantial experience with large-scale outdoor banner installation for public agencies or commercial clients, proven ability to perform nighttime work, documented safety compliance with OSHA and Cal/OSHA standards, and adequate insurance coverage. The contract term is three calendar years from execution with two optional one-year renewal periods subject to mutual written agreement and County Board of Supervisors approval. Bidders must submit separate unit pricing for six line items: monthly maintenance and inspection, standard annual banner services for six installations, additional installation/de-installation events, additional banner set production, individual banner replacement, and non-routine maintenance or repairs on an hourly basis. Electronic bids must be submitted through the County's eProcurement Portal (https://procurement.opengov.com/portal/ocgov) no later than February 13, 2026 at 4:00 p.m., with all questions and clarification requests due by Friday, February 6, 2026 before 4:00 p.m.
Bidders certified as County of Orange Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE) receive a five percent price deduction for evaluation purposes, while bidders holding both certifications receive an eight percent deduction with a maximum allowable preference of $100,000; no incumbent vendors or current contractors are identified in the solicitation materials. Award will be made to the lowest responsive, responsible bidder and is contingent upon submission of a Certificate of Insurance with additional insured endorsements, a signed W-9 form (or IRS Forms 587/590 for out-of-state vendors), valid DUNS and UEI numbers, and compliance with all federal and state civil rights and nondiscrimination requirements under Title VI. The contractor must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers Compensation at statutory rates with $1,000,000 employers liability coverage, and is required to furnish both a Performance Bond and Labor and Material Payment Bond in amounts to be determined based on the contract value. The contractor bears all costs including labor, materials, permits, licenses, shipping, freight, and transportation, with pricing held firm throughout the initial contract term; price increases are prohibited without documented proof of cost increases and thirty days' advance written notice, while any price decreases automatically extend to the County. Bid validity extends for 365 days after the February 13, 2026 solicitation closing date, and all bids become the property of the County subject to disclosure under the California Public Records Act.
