About this opportunity

The State of Hawaii Department of Land and Natural Resources, Division of State Parks, is soliciting competitive sealed bids for roadway and parking lot resurfacing and restriping services at the Haleki'i-Pihana Heiau State Monument (DLNR Job #27-SPM-001) located at 500 Hea Place in Wailuku, Maui County. The project encompasses site preparation and demolition, including mobilization, traffic control establishment, power-sweeping and debris removal, vegetation management, cold planning (milling) of existing asphalt to base material, and base preparation with inspection and compaction. The primary deliverables include asphalt resurfacing of approximately 16,605 square feet with a minimum 2-inch compacted Hot Mix Asphalt overlay (State Mix V or equivalent) to 92-97 percent of maximum theoretical density, comprehensive pavement markings and ADA compliance work including restriping standard and handicap parking stalls, crosswalks, loading zones, directional arrows, and stop bars using high-durability white traffic paint, and final site work including shoulder dressing with crushed aggregate, erosion control grading, and complete site restoration. Bidders must possess a valid State of Hawaii Contractor's License classification General B and comply with prevailing wage requirements established by the Department of Labor and Industrial Relations. A pre-bid conference will be held on May 12, 2026, at 9:00 a.m., with requests for information due by 4:00 p.m. on May 15, 2026, and bid submissions due by 4:00 p.m. on May 22, 2026, through the Hawaii State e-Procurement (HIePRO) system. The contract completion timeline is 180 consecutive calendar days from the date of written notice to proceed, with liquidated damages assessed at $150 per calendar day for delays beyond the contract completion date.

Hawaii state law requires that successful bidders maintain Hawaii residents as at least 80 percent of the workforce in accordance with Act 68, SLH 2010, and no specific set-asides for disadvantaged enterprises are noted in the solicitation documents. There are no incumbent contractors or existing contractors identified in the procurement materials. Bidders must obtain required tax clearance certificates and certificates of compliance from state agencies or utilize the Hawaii Compliance Express program, secure bid security as specified in the General Conditions, and upon award, provide performance and payment bonds equal to 100 percent of the total contract price. Contractors must also carry comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation, auto liability, and other specified coverages. The estimated construction cost is $245,000, which is below the $250,000 threshold that would trigger apprenticeship agreement preferences under Hawaii Revised Statutes 103-55.6. Contract award is subject to the availability of funds and compliance with all provisions established in the Hawaii Revised Statutes Chapter 103D General Conditions template applicable to this procurement.
