Road Reconditioning- Sumter National
The South Carolina Forestry Commission is requesting bids on road reconditioning work on Forest Service Road 1058 in the Enoree Ranger District of Sumter National Forest, Union County, with sealed bids due October 27, 2026 at 2:00 PM and a mandatory site visit on October 15, 2026 at 11:00 AM. The contract is contingent upon US Forest Service approval and utilizes federal funds. The scope includes heavy brushing for 1 mile, roadside mowing for 0.334 miles, replacement of six culverts (18", 24", and 36" aluminized CMP), placement of 240 tons of roadway surfacing aggregate, 100 tons of rip-rap installation, 150 linear feet of scour repair, and turf establishment on 0.50 acres of disturbed areas. All work must comply with South Carolina's Best Management Practices for Forestry and federal specifications (FP-24), as well as 2 CFR 200 sections 200.317, 200.318, 200.321, 200.323, and 200.327. The contract period of performance is 90 days from award, with an estimated start date of October 30, 2026 and end date of January 31, 2027. Culverts must be ordered within 14 days of contract award, with schedule adjustments permissible for manufacturing delays. Award will be made to the lowest responsible and responsive bidder on a firm fixed-price basis with unit prices required for each line item. Invoicing occurs upon 100% job completion on Net 30 terms, contingent on US Forest Service confirmation of completion and specification compliance. Contractors must be registered as state vendors, possess a Federal UEI number, and maintain good standing with the Federal Government. Comprehensive general liability insurance of $1,000,000 per occurrence, auto liability insurance of $1,000,000, and workers' compensation insurance at statutory limits are required. A pre-performance conference among the contractor, SC Forestry Commission, and US Forest Service must be scheduled prior to work commencement. Questions are due October 19, 2026 at 11:00 AM.
