About this opportunity

The Town of Plainfield, Connecticut is requesting sealed bids for road milling and asphalt overlay services on four municipal roads, with written questions due October 26, 2026 and sealed bids due November 4, 2026 at 2:00 p.m. at Town Hall. Only contractors holding current Connecticut Department of Transportation prequalification in road milling and asphalt paving classifications are eligible to bid.

The scope encompasses Cemetery Road (1.14 miles, 2-inch overlay), All Hallows Road (1.30 miles, 2-inch overlay), Babcock Avenue (0.27 miles, 1.5-inch overlay), and Railroad Avenue (0.04 miles, 1.5-inch overlay), totaling 2.75 miles and approximately 37,501 square yards. The Town may award all roads together, individual roads, or any combination thereof based on funding availability and best interests. All work must be completed by May 31, 2027. Pricing shall be submitted on a lump-sum basis for each road and combined, with all costs including labor, equipment, traffic control, flagging, sweeping, cleanup, hauling, and disposal fully incorporated.

Connecticut prevailing wage requirements under C.G.S. 31-53 and 31-53b apply if the project meets statutory coverage requirements. Contractors must pay project-specific Connecticut Department of Labor Heavy/Highway rates and comply with monthly certified payroll submissions. If state funding exceeds $150,000, good faith efforts plans may be required unless the Street Paving Limited Exemption is approved. The Town anticipates using state financial assistance, potentially including Town Road Aid and LOCIP funds.

Award evaluation uses a 100-point weighted best-value methodology: 50 points for evaluated price (lowest responsive price receives full points), 20 points for technical approach and safety, 15 points for relevant experience and qualifications, 10 points for staffing and equipment availability, and 5 points for references and proposal quality. Liquidated damages of $500 per calendar day apply for unexcused delays. A labor and materials payment bond in the full contract amount is required where mandated by Connecticut General Statutes 49-41. Contractors must provide evidence of workers compensation, commercial general liability insurance ($1 million per occurrence / $2 million aggregate), and automobile liability insurance ($1 million combined single limit) with the Town named as additional insured. Bids remain valid for 60 days following opening.

Opportunity text

The Town invites sealed bids from qualified asphalt paving contractors to mill existing pavement and install hot-mix asphalt overlays on the four roads listed below. The Town may award all roads together, individual roads, or any combination, subject to funding and its best interests. The Town may reject any or all proposals, waive nonmaterial informalities, seek clarifications, and verify qualifications. Price is the largest factor, but the lowest price is not necessarily the successful proposal. Bids remain valid for 60 days after opening.
