About this opportunity

The Florida Fish and Wildlife Conservation Commission is requesting bids on annual maintenance grading projects for roads on the Apalachicola River Wildlife and Environmental Area (Franklin and Gulf Counties) and Box-R Wildlife Management Area (Franklin County) under ITB 26.27-07, with sealed bids due October 15, 2026 at 4:00 PM ET and a mandatory site visit required prior to submission.

All bidders must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening. The scope spans three separate jobs: roads on Apalachicola River WEA in Gulf County (Job 1), Apalachicola River WEA in Franklin County (Job 2), and Box-R WMA in Franklin County (Job 3). Work includes harrowing entire road surfaces, filling large holes, grading ditch-to-ditch to achieve proper grades and slopes, installing erosion control measures, and seeding exposed surfaces with brown top millet, wheat, or oats at 60 pounds per acre. The FWC estimates 15 miles of road maintenance on Apalachicola River WEA and 10 miles on Box-R WMA during the first year, though actual mileage may vary based on available funding. Work must be completed by June 1st of each year, with all invoices and paperwork submitted by June 10th. The contractor bears all labor, materials, equipment, tools, transportation, supplies, mobilization and demobilization costs, insurance, and permitting.

Bidders submit pricing on a per-mile basis for each of the three job locations, with separate prices for the initial year and each of the three potential renewal years. The initial contract term is three years, with FWC holding the option to renew for up to three additional one-year periods on the same terms and conditions. The contract will be awarded to the responsive, responsible bidder with the lowest total bid price. Partial payments may be made upon percentage of job completion with 10 percent withheld pending final acceptance; a notarized Certificate of Completion must accompany the final invoice. Subcontracting is permitted, with subcontractors listed in the bid submission and minority status reports submitted with each invoice. Questions are due October 2, 2026 at 5:00 PM ET. The anticipated award date is October 19, 2026.
