About this opportunity
Herkimer County, New York, is soliciting sealed bids for road and maintenance equipment replacement parts and labor under Bid #26-79, with bids due September 23, 2026 at 2:45 PM EST. Bidders must be Factory Authorized Dealers or repair facilities only — a core eligibility gate. All bids must comply with New York State Iran divestment certification under General Municipal Law Section 103-g and non-collusive bidding certification under Section 103-d.
The scope covers Original Equipment Manufacturer replacement parts, labor, and materials for 35 equipment manufacturers including Alamo, Bandit, Bobcat, Caterpillar, Komatsu, and Volvo, with vendors able to bid on individual manufacturers rather than the entire list. Delivery locations span Jefferson County Highway Department, Buildings Department, Recycling Department, and Watertown International Airport. Stocked items must be delivered within 24 hours of order; non-stocked items within 48 hours unless otherwise authorized. Vendors must provide electronic catalogs with pricing or URLs enabling online ordering.
The contract term runs November 1, 2026, through October 31, 2028, with one optional renewal for a total not to exceed three years. This is an indefinite quantity requirements contract with no stated minimum or maximum purchase commitments. Pricing shall be submitted as a discount percentage from each manufacturer's list price, with separate labor rates (dollars per hour) and road service rates (dollars per mile) for each manufacturer bid. All pricing is FOB destination with no shipping or delivery charges unless expedited orders are requested by the County. Awards will be made separately to suppliers offering the highest discounts and lowest labor rates; the County reserves the right to award to multiple vendors.
Prevailing wage rates under New York State Labor Law apply to applicable work portions. Successful bidders must maintain comprehensive insurance including workers' compensation, commercial general liability ($1 million combined single limit), and business automobile liability ($1 million combined single limit). All bids must remain valid for 45 days following bid opening.
