About this opportunity

The Colorado Division of Parks and Wildlife (CPW), under the Department of Natural Resources, is soliciting bids for the procurement of gravel materials and delivery services for the Harvey Gap Parking Lot Improvements project at Harvey Gap State Park in Silt, Colorado. The solicitation, issued as Request for Documented Quotations (DQ1 2026-0366), seeks the furnishing and delivery of approximately 2,200 to 3,400 tons of Pit Run aggregate and 1,000 to 2,000 tons of Class 6 Road Base, with exact quantities to be determined based on bid prices and delivery costs. Pit Run materials must consist of non-organic mineral aggregates with a maximum particle size of six inches, liquid limit not exceeding 35, and plasticity index not exceeding 6, while Class 6 Road Base must conform to AASHTO M 147 specifications and CDOT Section 703.03 grading requirements for crushed stone, crushed slag, crushed gravel, or natural gravel. Bidders must submit a Specification Verification Sheet, Bid Pricing Sheet, Vendor Information and Verification Sheet, current insurance certificates with minimum automobile liability limits of $1,000,000 per accident combined single limit (unless utilizing third-party delivery), and a certified sieve analysis along with AASHTO T 89 and T 90 test results if available. All materials must be delivered within two weeks of Purchase Order issuance, with the delivery window spanning April 6, 2026 through June 30, 2026, and initial delivery required by April 13, 2026. The written inquiry deadline is April 1, 2026, at 5:00 PM Mountain Time, with answers posted by April 3, 2026, and bids are due by April 7, 2026, at 3:00 PM Mountain Time via the Colorado Vendor Self-Service (VSS) website or email to dnr_cpw_bids@state.co.us. Award will be based on the most advantageous response to the state with price as the primary evaluation criterion, and the notice of intent to award is expected on April 9, 2026.

Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the U.S. Small Business Administration Center for Veteran Enterprise are eligible to receive a 5% bid preference, and resident bidders are entitled to a preference equal to that given by nonresident bidders' home states. All insurance policies must be issued by companies with an AM Best rating of A-VIII or better, and CPW reserves the right to conduct material inspections at the bidder's quarry prior to award, with the Project Manager contacting the low bidder to schedule inspection at least five working days after bid closure. All trucking and delivery services must be provided by the vendor on an as-needed basis with multiple deliveries due to limited on-site storage capacity, and the state will not reimburse shipping or freight charges, as all costs including delivery must be incorporated into the final bid price. Quantities shall be measured by the ton at the delivery site using certified scales, and certified weight tickets must accompany all payment applications; CPW will award to the low bidder meeting all material specifications. Payment will occur following inspection and acceptance of materials by the CPW project manager, with ACH/EFT payments encouraged and payment due within 45 days of receipt and acceptance of a correct invoice. The procurement is structured as a single vendor award, and no specific budget range or incumbent vendor information has been identified in the solicitation documents.
