About this opportunity
The State of Hawaii Department of Transportation Harbors Division is requesting proposals for unarmed security services at Kahului Harbor on the island of Maui under RM1032-27, with proposals due October 15, 2026 at 2:00 p.m. Hawaii Standard Time. This is an open-ended, as-needed contract with no guaranteed minimum hours or personnel quantity — the State retains sole discretion to modify security requirements based on operational and security needs.
Personnel assigned must hold valid Transportation Worker Identification Credentials (TWIC), Board of Private Detectives and Guards registration under Hawaii Act 208, completion of mandatory security training per 33 CFR maritime security standards, drug testing clearance, physical examination, and background clearance for moral turpitude convictions. These qualifications are non-negotiable filters.
The scope covers 24-hour, seven-day-per-week unarmed security services including access control, roving patrols, and additional services as directed by the Harbor District Manager. The State may add or delete security posts and facilities throughout the contract term and may require additional personnel during elevated Maritime Security (MARSEC) levels or special events.
Prevailing wage requirements apply: Traffic Control Officers $19.23–$20.07 per hour; Harbor Security Officers $22.50–$23.49; and Contract Security Supervisors $26.25–$28.39 for the 2026–2028 periods. Bidders must submit a Certificate for Performance of Services (if the bid exceeds $25,000), tax clearance certificates from the State of Hawaii Department of Taxation and Internal Revenue Service, and a Certificate of Compliance from the Department of Labor and Industrial Relations. Questions and substitution requests are due September 24, 2026 at 2:00 p.m. HST. Award will be made to the lowest responsive and responsible bidder within 60 calendar days of bid opening. Proposals must be submitted through the Hawaii eProcurement System (HIePRO).
