About this opportunity

The City of Cleveland's Division of Risk Management is seeking quotes for a comprehensive Risk Management Information System through a Request for Quotes (RFQ), solicitation number 2024-GEN-072, with the primary goal of implementing a centralized software solution for managing risk, legal, insurance, and safety information. The procurement targets a robust software platform that will primarily support Workers' Compensation management, which represents 40% of the city's risk management efforts, and provide tools for tracking assets, managing claims, and supporting committees like the Motor Vehicle Accident Review Committee (MVARC) and Traffic Safety Analysis Panel (TSAP). Key deliverables include workflow automation capabilities, advanced artificial intelligence features, enterprise risk management functionalities, litigation management tools, and comprehensive reporting systems that enable secure communication, online claim form access, and risk quantification. The RFQ evaluation will utilize a 0-5 point scoring method, with vendors required to submit complete responses electronically through the OpenGov Procurement platform. Critical procurement dates include a project release on June 4, 2024, a question submission deadline of June 11, 2024, and a final response submission deadline of October 7, 2024 at 12:00 pm.

The RFQ does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, but indicates an intent to leverage cooperative purchasing programs such as GSA Schedule, U.S. Communities, and NASPO for potential system procurement. The city is open to vendors who can provide a system with 33 desired features, including capabilities for managing disciplinary actions, tracking employee training, performing Monte Carlo analysis, and integrating financial and sustainability reporting. While specific budget ranges are not detailed in the documents, the comprehensive nature of the required system suggests a significant technological investment. No incumbent vendors are mentioned, though the procurement implies a desire to replace existing fragmented information management processes with a unified, technologically advanced platform. Vendors will be required to submit a complete response without cost information and provide a separate cost proposal, indicating flexibility in pricing and potential scalability of the proposed solution.

General work description: The City of Cleveland is requesting quotes for a Risk Management System. The Division of Risk Management (DRM) has various tasks that are required for city, state, and federal mandates; and to be done promptly to help us meet established goals for the year. The City would like to implement an application which acts as the city's central repository for all risk, legal, insurance and safety information. This program will help the city manage various spreadsheets, renewing certifications, legal settlement solutions and risk related information. Workers' Compensation (WC) is 40% of the city's risk management effort. The desired software should support the city implementing efficiencies and additional effectiveness on the reporting of new WC incidents or claims as well as the tools to manage the WC claims. These tools allow management of communications, appointment tracking, return to work management and managing the WC claim. The Division of Risk Management tracks the City's assets, information about those assets, values, when they were last appraised and other key details. This risk management software system would provide the necessary tools to communicate and manage the city's assets. This system will serve as the basis of information allowing the MVARC (Motor Vehicle Accident Review Committee) to review motor vehicle accidents to come to a determination of whether additional actions are beneficial. We are also the custodian of record for the TSAP committee (Police -Traffic Safety Analysis Panel). The Risk Management system's ability to allow the members of the committee to review/communicate and identify corresponding actions will allow us to best manage and prevent MVA recurrence.
